  1. Preheat the oven to 200 degrees line a baking sheet.
  2. In a saucepan and fill with water to just below the bottom of the steamer.
  3. Bring water to a boil.
  4. Add Brussels sprouts, cover and steam until tender, about 10 minutes. Drain well and transfer to the baking sheet.
  5. Brussels sprouts with olive oil, garlic powder, red pepper flakes, salt, and pepper.
  6. Spread out evenly on the baking sheet.
  7. Roast in the preheated oven for 15 minutes.
  8. Cover with Parmesan cheese.
  9. Broil until cheese starts to brown, about 2 minutes.
